To identify and count the homeless in the
Delhi, census enumerators had joined hands with NGOs to carry out a massive
mapping exercise.
The enumerators, nearly 30,000 of them
(half of them women), and NGOs were involved in the process of counting the homeless after 8:30 pm. The homeless
generally return to sleep at various roadsides, parks and footpaths, and therefore,
the enumerators had to move out at night to identify these places.
Volunteers from around 40 NGOs, too,
joined the enumerators at around the same time.
Although the exercise is being appreciated
by the government, a section of the media reported that the enumerators, with an
aim to finish the task on time, are violating norms.
According to several surveys by NGOs, Delhi
has roughly 150,000 homeless. With the same NGOs helping the census process, the anomalies will be revealed once the new figures are out.
